SAPD Threat & Response Protocols
Applicable in all Law Enforcement Situations



:: Suspect Threat Levels & Response Guide ::

Reminder: These protocols ensure safety and fairness. Misuse or solo action may result in punishment.

★ WL-01 — Low Threat
• Suspect is minimally dangerous.
• If unarmed and fleeing, officers must use a Taser to neutralize.
• A verbal warning must be given first. If ignored, appropriate force can be applied.
Use of firearms is strictly prohibited at this level.

★★ WL-02 — Moderate Threat
• Suspect committed a visible crime (e.g. theft, repeat offenses).
• If fleeing, initiate pursuit protocol:
 ◦ Report pursuit using /oc.
 ◦ Coordinate units to intercept or block escape routes.
No shooting at vehicles unless there's a direct threat.

★★★ WL-03 — Armed & Dangerous
• Suspect is likely armed or poses a direct lethal threat.
• Tactical tools are authorized:
 ◦ Roadblocks (/rb), Spike strips (Stinger).
• Officers must assume hostile intent, but shoot only if directly threatened.

★★★★ WL-04 — High Threat
• Suspect committed attempted murder or showed violent resistance.
• Extremely dangerous – advanced units required.
• Call SWAT via /oc or <#1399296287844597862>.
Solo action is not allowed.

★★★★★ WL-05 — High-Speed Threat
• Suspect is fleeing with fast vehicles (NRG, Infernus, etc.)
• Alert via /oc or <#1399296287844597862> and wait for backup.
• Set roadblocks and stingers.
Lethal force authorized if suspect endangers public safety.

★★★★★★ WL-06 — Bombing Attempt
• Suspect tried to bomb vehicles or destroy public property.
• Likely armed with explosives — engage from distance.
• Use /lc or <#1399296287844597862> to call military support.
• Roadblocks and stingers must be deployed.

★★★★★★★ WL-07 — Tactical Level
• Suspect carries heavy weapons or large contraband (convoy vehicles).
• Use /lc to request SWAT + military response.
Do not engage alone — secure area and wait.
• Watch for escape by air or sea.

★★★★★★★★ WL-08 — Extreme Threat
• Suspect killed multiple officers or used explosives/heavy weapons against civilians.
• Use /lc to call all tactical + aerial units immediately.
Lethal force fully authorized if resistance occurs.
• Mission must be coordinated & tactical — no solo action.



:: Special Situations Protocols ::

AERO-01 — Aerial Transport Protocol
• For calls in remote/mountainous areas:
 ◦ Dispatch helicopter to nearest city.
 ◦ Use police vehicles after landing.
 ◦ Keep one officer onboard for extraction/surveillance.
 ◦ Helicopter may stay airborne if needed.

COMBAT-02 — Overwhelming Suspect Numbers (8 vs 3+)
• If outnumbered by suspects:
 ◦ SWAT Tank authorized for crowd control.
 ◦ Officers open fire until all suspects are neutralized.
 ◦ Coordinate via /lc.
 ◦ Solo action is prohibited.

CRIME-03 — Casino/Bank Robbery Protocol
• No hostages – no negotiation.
• Use: Deagle, M4, Rifle.
• Declare Code Red, seal entrances.
SWAT breaches first, police outside for cover.
• If SWAT dies:
 ◦ Police wait until healing ends, then ambush.
• If no SWAT:
 ◦ Call backup via /lc.
 ◦ Activate COMBAT-02.
 ◦ Enter partially, hold scene, call support.
 ◦ If healing starts again, activate SWAT Tank.
Area stays Code Red throughout the robbery.

THREAT-04 — Hitman (Knife/One-Hit Kill)
Hitmen use one-strike melee weapons.
No tasers if suspect is holding any weapon.
• Engage from distance — lethal force required.
• Never attempt physical arrest.
• Coordinate for rapid team takedown.
