I agree too because removing roleplay made the players do only specific things. What players does right now is robbing - cops chasing him - gets arrested. We want more action inside the server. I support it too.

Feel like most of, if not all of these concepts being implemented would be a step in the right direction for the betterment of the server.

I believe the server has been in a transition phase since the removal of RP was introduced 8 or 9 months ago - not the only one who believes so btw -I'd call it somewhat or an identity crisis? Certain RP rules being applied regardless of the freeroam goal.

I feel as though the rules have room for discussion for a while and this post opens it up. Interested to see what the rest of the community makes of this possible change in the server dynamic.

As the server shifts more to the freeroam side of things, I decided to write a proposal for a change to the server rules and explain the reasons why, below im going to post only the rules that in my vision need alteration or exclusion, all the others should remain the same.

🔫 4. Deathmatching (DM) (MODIFY)
Killing or damaging others without proper in-game reason is disallowed. This includes random killing and revenge kills.
Max Punishment: Ban (5 Days)
DM is allowed only under strict conditions:
• Maximum 3 attackers may be involved
• Must be in an isolated area with fewer than 10 players
• Must inform an admin if available
• Cop vs wanted suspects does not count as DM neither do fights between /oskin gang members or factions.


Explanation: This is pretty much what happens IG already but needed to be clarified, if you are /oskin you accept that there will be engagements between rival factions and this shouldn't be considered DM, if you want to roleplay this can be planned accordingly.

🚁 4E. Heliblading  (DELETE)
Using helicopter blades to kill or harm players (heliblading) is not allowed. 
Max Punishment: Ban (3 Days)

Explanation: This rule needs to go, there is already a rule for DM so this doesn't get abused, Heli-Blading is a feature of the game and its a high risk form of takedown since most of the time you will end up exploding either by collision or not enough time to approach.

🚓 4F. Ramming (MODIFY)
Ramming on-foot players (by wanted suspects or LEOs) is only allowed in reasonable situations. Continuous abuse will be punished.
Max Punishment: Ban (2 Days)

Explanation: Ramming on foot players on purpose should be strictly disallowed, no "reasonable situations exist" this is just cause for issues and confusion, a loop hole to be used by people.

🚔 4G. Drive-by Rules Clarification (DELETE)
Law Enforcement Officers (LEOs) and Criminals are permitted to perform drive-by attacks only during an active vehicle chase involving wanted suspects or officers. Drive-by on players who are on foot (whether LEOs or Criminals) is strictly prohibited, unless the target initiates gunfire first.
Max Punishment: Ban (3 Days)

Explanation: Drive-by of players on foot should be allowed, CJ run has been recently enabled, cars are useful for these situations and there are places the car cannot reach that an on-foot player can climb on or hide, like tight alleys, it is also hard to aim at an on-foot player when the car is moving although it's understandable that 3 people shooting is different than one.

🛑 6B. Combat Shotgun Ban (DELETE)
Use of Combat Shotgun is strictly prohibited regardless of source (boots).
Max Punishment: Ban (5 Days)

Explanation: To be removed, this is one of the rules implanted by the cries of many people who do not wish for fair gameplay but to have the upper-hand, it started with a Sniper ban, moved to a grenade ban and followed with a Spaz ban, when will it stop? Now listen im of the opinion that the police should be able to also use these weapons, but nobody should need to complain, server must be balanced for everyone no special treatment for some organizations, each org should have one special weapon while most of the others remain the same, im talking about weapons like, tear gas, spraycan, knife, molotov, taser they serve their purpose and claim distinction between factions while others should remain the same or able to use by choice, LEOS should be allowed to purchase weapons from Ammu-Nation if they need them, have specific pickups/rank based weapons, same goes for the gangs however gangs while /oskin should only use Ammu-Nation for armor or weapons that they are already org related, if they wish for a weapon upgrade they should buy from the Illegal shop which only allows for AK-47 as a rifle and all the other weapons like sniper but not m4.

💼 32. Scamming  (MODIFY)
Scamming is allowed only for amounts up to $300,000. Anything beyond this is punishable. Trade at your own risk. Make sure to have proofs (screenshots/Videos).
Max Punishment: Ban (3 Days)

Explanation: This rule is ridiculous, scamming shouldn't be allowed in any regard, preying on new players will make them leave the server, baffled this is still here.

All in all I think what I suggested is within reason, this is a freeroam server with RP capabilities which aren't being used pretty much most of the time  otherwise we would be roleplaying while robbing stores among many other things, although they aren't used often im glad they are still here because they complete the server, make it stand out from the rest and represent the evolution the server had since it first launched. The people like the server for the freeroam aspect, the social aspect and specially the CNR, let the people play how they want to play within reason, logically, but adding rules on top of rules and preventing the players from having fun is not the way, neither is unequal distribution of power between factions, factions which are most of the time lead by the administration which at times chooses to bind the players behind the disguise of complaints and preventing them from having a fair shot in the game and im not talking about anyone specifically, this has been going on for ages, I witnessed it first hand while part of the team.

This is grand theft auto, gang members can steal and use civilian vehicles, the police can use civilian vehicles as well to carry on with their arrests altho theirs are more fit to the job, they are usually faster and deploy stingers. The gangs can also purchase the weapons they need from the illegal gunshop, that's all.

Posting Rules 
  • Spam of any kind is disallowed, which includes but is not limited to:
    • One-word replies
    • Quoting without your own comment
    • Double posting instead of editing
    • Pyramid quoting
    • Irrelevant images or memes
  • Necroposting (reviving threads older than 1 month) is prohibited unless you add meaningful updates.
  • Do not post forbidden content such as pornography, warez/pirated software, cheats, hacks, advertisements, or malicious links.
  • Do not reply to spam with "don't spam". Instead, use the "Report to moderator" link.
  • Do not reply to ban appeals or complaint threads unless you are directly involved and mentioned.

Accounts & Identity 
  • Only one forum account per player. Multiple accounts will result in a ban.
  • Impersonating staff or other players (names, or misleading identities) is forbidden.
  • Sharing forum accounts is prohibited.
  • Ban/Mute evasion by creating a new account will lead to permanent ban for both the accounts.
 



Language & Communication 
  • English is the required language for public forum posts.
  • Other languages may be used in Personal Messages (PMs).
  • Do not misuse PMs to spam, harass, or threaten others.
  • Hate speech, sexist remarks, and derogatory slurs are not tolerated in any form.
 



Signatures, Avatars & Media 
  • Signature size limit: 650px wide x 200px tall. Oversized signatures will be removed.
  • Avatars, signatures, and posted media must remain appropriate and must not be NSFW.
  • Animated GIFs/videos are allowed only if they don't disrupt readability or page loading.
  • No advertising of other servers, cheats, or external communities in signatures or avatars or PMs.
 



Forum Conduct & Abuse Prevention 
  • Rule loophole abuse is not tolerated. If behaviour clearly breaks the spirit of the rules, punishment will still apply.
  • Do not attempt to pressure others into withdrawing reports, appeals, or complaints.
  • Do not misuse the report function to spam or unfairly target users.
  • Do not post private messages, staff communications, or confidential information without consent.
 



Enforcement & Staff Authority 
  • Violations may result in warning, mute, or permanent ban.
  • Staff may take action against harmful behaviour even if not explicitly listed in these rules.
  • Attempts to bypass punishments, or exploit forum bugs will result in a temporary or permanent ban.
  • Appeals must be made in the proper section – once concluded, staff decisions are final.

Organisation Rules


Important rules for all organisations to follow. Breaking these rules will result in infractions that may harm your organisation's standing. Make sure you and your members are familiar with these guidelines.

Note: OMT decisions are final. You may appeal, but do not spam or repeatedly contact OMT leaders or members regarding a decision.

General Rules

1. Compliance with Server, VIP and Organisation Rules
All organisation members must follow server-wide rules, VIP rules (if they're VIP Members), as well as organisation-specific guidelines.

2. Organisation Resources
Only organisation vehicles, weapons and pickups shall only be used while in /oskin. However, organizational weapons that are available at ammunation can be used in /civil or otherwise. No non-organizational resources of any kind are to be used whilst /oskin.

3. Suiting Up (/oskin)
Organisation members are not allowed to /oskin mid-fight or in front of anyone outside their organisation members who are involved.
Exceptions:
(i) You may /oskin at your organisation's headquarters (while standing at the checkpoint).
(ii) You may /oskin immediately if you timed out during a shootout.


4. Abuse of loophole on excuse of express rules
It is not permissible to abuse the loopholes in the explicit rules and a wide range of situations must be deemed to be covered in these rules. The OMT has the final say in the rules and may interpret the rules to apply to specific situations. Use common sense at all times.

Gang / Mafia Rules

1. Territories / Zones
  • Official Gang/Mafia organisations may take over up to 3 zones per headquarters, however, these 3 zones must be the surrounding locations of your headquarters, with 1 zone per hideout base.
  • Unofficial Gang/Mafia organisations may takeover up to 1 zone only.

2. Extort Businesses
  • Official Gang/Mafia organisations may extort up to 2 businesses within their controlled areas.
  • Unofficial Gang/Mafia organisations are not allowed to extort businesses.


Gang War Rules

1. Declaring a Gang War over an HQ:
  • OMT permission is required before starting a gang war over an HQ territory.
  • To request permission, contact the OMT leader privately with clear justification and any supporting evidence.
  • At least 4 members of the defending organisation must be online when the war begins.
  • Defending members who log off to avoid the war will be punished, and the war will proceed without them.
  • The HQ war consists of 3 rounds, all overseen by an OMT admin.
  • There is a 5-minute break between rounds, extendable to 10 minutes if requested by either leader.
  • To win a round, attackers must eliminate all defenders or force them to retreat.
  • The attacking organisation must win all 3 rounds to claim victory.
  • If defenders win even one round, they win the war.
  • Attackers may restore health and armour only after each round and are not allowed to heal or revive during rounds. Defenders have no such restrictions during the rounds.
  • Losing an HQ territory means forfeiting the HQ building and one associated vehicle.

2. Gang wars over regular (non-HQ) territories:
  • OMT permission is not required. However, rest of the aforementioned rules shall still apply.


Hitmen Engagement Rules

1. Help from friends and organizational members is allowed
When a hitman shoots at you for a hit contract, your friends and organizational members can assist you in killing him.

2. Revenge killing is prohibited after hit contract
You or your friends/organizational members cannot revenge kill a hitman after the hit has been completed (you're dead already) and he has fled the situation. Your friends can kill him on the spot only after you're dead.

3. Taking hit contracts in the precincts of Police Departments is prohibited
Hitmen cannot engage with anyone present in the precincts of a Police Department (parking and by the entrance).

4. Taking hit contracts when the gangs/mafias are involved in an official gang war is prohibited UNLESS
No hitman is allowed to carry out a hit contract on someone who is participating in an official gang war.
EXCEPTION: Hitmen may engage in favour of one organization in an official gang war if they have been hired to provide protection and cash for protection has been received in advance.


Law Organisation Rules

1. Bribes
Law enforcement organizations are NOT ALLOWED to accept bribes from players to lower or remove a wanted level or to unjail early. The only way a player should be able to bribe is by using the checkpoints at the Police Stations.

2. /dstinger & /drb
After a situation/chase ends, remember to do /dstinger and /drb.

3. Unrealistic Amount of Roadblocks
Roadblocks must be placed realistically on roads, as the name suggests. Placing them inside interiors (e.g., Pay N Spray, Ammu-Nation, or any non-road indoor location) to block suspects is not allowed. Additionally, do not place roadblocks directly in front of a moving vehicle mid-chase, as it causes unrealistic collisions and abuse.

4. You can only place one stinger while driving/chasing a suspect
Do not spam the stingers out of the boot of your vehicle and ONLY PLACE 1 STINGER during the chase.

5. Arrest During Gang War
Do not arrest the involved parties during a gang war; you can arrest them after the war finishes.

6. Tasers
Use tasers only when the suspect is unarmed and trying to escape; do not use them if the suspect is armed.

7. Surrenders
When a suspect surrenders, reduce the wanted level by half if the suspect has 1-5 wanted levels, and then jail them accordingly. Unwants or reductions are NOT to be given to 6-8 wanted levels.
Note: If a player's wanted level is 1, they shall only be fined. However, if a player's wanted level is two and they surrender, they have to be jailed for one minute.

8. SWAT & SAAF Engagement
Special Weapons and Tactics (SWAT) may engage 4+ wanted level suspects, whereas San Andreas Armed Forces (SAAF) may only engage 6+ wanted level suspects.
EXCEPTION: In the absence of an on-duty SAPD LEO, the SWAT or SAAF may engage all wanted level suspects.

9. Use of Rhino
Use of Rhino Canon is only permissible when no civilians are around the situation and it is extremely necessary. If there are any civilians (non-wanted players) around a situation, Rhino cannon may not be used. However, it may be used to ram the vehicle of suspects.
EXTREMELY NECESSARY DEFINED:
A situation calls for the extreme necessity of Rhino when:
(i) The suspects are teamed as a group of five (5) or more people;
(ii) When the on-duty LEOs, in total, are less than two (2).

10. Use of Hydra, Hunter, Rustler & Seasparrow
Use of legal aircraft such as Hydra, Hunter, Rustler & Seasparrow is only permissible for airborne and seaborne suspects having a wanted level of 6 or above.

11. Use of /skydive, /jetpack and /guide by LEOs during chase/shootout is prohibited
Use of freeroam mode commands such as /skydive, /jetpack and /guide by LEOs is disallowed during a shootout/chase against wanted players.

12. Rewant after a wanted player is killed for hit contract is prohibited and vice versa
When a wanted player is killed by any hitman for a hit contract, or a hitman is killed while engaging in a hit contract, neither of them shall be rewanted by the LEOs.
NOTE: Same rule applies for official gang wars as well.


The OMT reserves the right to amend these rules at any time. Organisation leaders will be notified of any changes. Organization Leaders may form their own set of rules, however, it shall be ensured that they do not contradict with the these or server rules
