As the population surged with migrants seeking fortune and opportunity, the SAPC evolved into the formidable San Andreas Rangers. Led by steadfast marshals and deputies, they traversed the wild expanses, enforcing the law and shielding settlers from the perils of lawlessness.

With the turn of the 20th century came the tide of urbanization and industrialization, transforming San Andreas into a bustling landscape of sprawling cities and thriving metropolises. In response, the San Andreas Rangers evolved yet again, reborn as the San Andreas Police Department (SAPD) in 1905. Under the guidance of Chief Marshal Jonathan Harrington, the SAPD established its stronghold in the heart of San Andreas City, the bustling capital of the territory.
